The risk reactor green mixed with brilliant gold pearl ex works great for Texas. The best cheapo inkjet printer for laser teslin is the epson c88-- colors look good.
Ga has a "sticker" type hologram as you say, as do any IDs on PVC. You can however use pearl ex on a laminate and use teslin to make a pretty darn good GA id. The hologram is a simple red box with "georgia" in it
