Anyways. I think your numbers are a bit off. The american police have gunned down thousands of collage students at relatively peaceful protests.
At 5-10 the supporters could be made to gether more supporters. At 50, rallies could be organised in the streets and padestians would become soldiers. At a few hundred soldiers you could organise mass rallies and suddenly have a flip of power where 5000 men and women march info office and stand beside their political leaders and hold the political office.
This can only be done if you first convice the masses (50% or more) that what you are doing is correct. This will ensure that whatever actions you take will not be shot down by an army of nay-sayers.
