Hmm... I wouldn't know, my knowledge of computers is limited. I'm guessing that they'd just go straight to the host and tell them to cease or face court. However, thinking about it, it wouldn't matter how personal webpages are set up as ISPs would collectively moderate all internet traffic and you'd be billed accordingly.
