The internet was originally created to supply computers in the US and Britain with the information of Nuclear devices and to control them via the internet. 10 years later they took this system and plugged in the first two computers to have internet approximately a mile apart from each other. They knew that this would e a complex system so therefor instead of having one location where all the computers meet, they would have mini broadcasting locations to send the information wireless from one station to another. This still had implications so they decided to embed the internet in the cable lines, throwing up new problems. Now that they had figured out how to connect this together, they released this to the public. Only four servers were set up at the time, but people soon found out how to hack into them. These were made more secure by adding the http and the html tags. these tags made it so the person on the internet could only go to a site using text based transfers to text based areas.
Then came more people and servers. And then image embedding was allowed. Then the CSS. Then Java. Then Php and so on.
They mix of services on the internet gave it the nickname the web. since its world wide we have the www or the world wide web.

Oh yes and to my point. The only way i see of us making our own internet is getting a bunch of people together and designing a dish system that could transmit a signal to each other and back. This would b slow but with enough people the signal could go quite far. There are problems in this idea but its pretty standard. Its like getting an antennae tv but using this for the internet.
So its possible.
And broadcasting your own internet this way is completely legal and does not need any type of permit. I checked.
