there are definitely consequences. In California I believe you lose your license for a year. But losing your license for a year is much better than having a dui on your record.
This comes into play more with those of us who are under 21. In the states if your under 21 driving with anything over .01 is considered a dui. Thus you know for sure when your going to fail the test and consequently when you should refuse it
