Supplies:
3 Tupperware containers roughly the size of a shoebox.
Lye
Water
Toothbrush
Paper Towels
1: Fill container #1 with warm water. Mix the lye in and put the bill in as soon as the lye dissolves - takes maybe ten seconds.
2: Wear gloves when inserting the bill and push it all the way to the bottom of the container. No floating. Let it sit for one hour.
3: Fill container #2 and #3 with warm water.
4: Put on another pair of gloves. Transfer the bill to container #2 and GENTLY wipe off the face of the bill with the toothbrush.
5: Move the bill to container #3 and GENTLY wipe the back with the toothbrush.
6: Remove the bill from the water and place it between 2 folded paper towels. Place this grouping into a thick book to flatten it out.
When dry, you can print the new bill
Printing:
Obtain a bill of the design and denomination you want to copy. Place it in a color photocopier. Push "Copy".
When the copy comes out, place the cleaned bill on top of the bill's image - secure it to the image with rings of tape.
Put the page (with attatched bill) back in the paper tray, and push "Copy" again - this time the bill's image should print directly onto the cleaned bill.
Repeat process for bill's reverse.
I don't bother using a program for something that doesn't need one.
