I think you're confused Mr. Skillz, the bill doesn't need to stand up to the scrutiny of the secret service - just the checker at Wal-mart.
1: If the bill gets wet, yes the ink will run - that's true of EVERY method. To overcome this: don't let the bill get wet.
2: As for color shifting ink:
As we said before, we're just trying to get past a clerk at a checkout stand, the clerk isn't going to check the bill for color shifting ink, watermarks, etc unless it's a $50 or a $100 - they just don't have the time.
