Yes lightly "brush" I wouldn't say scrub. haha. As for the scanner. My scanner also did the same thing. Except only with the newer bills. It scanned my 1996 $20 perfectly fine. And I noticed it stops right at the eyes on the faces. Maybe that's why when you throw in a new 20 dollar bill in the microwave it burst into flames. Right at the eyes.
