If you bounce around using non-logging, encrypted, VPN's you can remain safe. And they do exist.

Wardriving is the best option for carders and like minded criminals though. You are truly safe when your bouncing through someone elses connection, as long as your online identity is tight and you don't give away anything about you. Oh and spoof your MAC address.

Usually I will use TOR and run through some VPN's at the same time. All my emails are encrypted with PGP.

Most carders get caught when it comes to laundering the money they make, rarely do good carders get caught via their IP address or tracing. Unless your single identity online has massed millions of pounds the police have no time, resources or money to try to catch the skilled criminals. Each time you commit a single crime you have to basically create a new identity on the net. So if you get caught for 1, your not going to get caught for the others.

I know a few carders that DBAN their machines every night and backup important documents to encrypted USB sticks that are then hidden away. Don't assume that the government are all powerful. Yes they are, but you can evade them if you know what you are doing.
