Certainely not in photoshop.
Do you know what a watermark is? Watermarks are created from altering the paper. Either by changing its consistency or thickness in the area where the mark is to appear. You'll have a better shot making one with a hammer than you would trying to use photoshop.
In a real bill the strip is actually between the sheets that compose the face and back. I don't know of a way to make them without changing the counterfeiting processes we've outlined.
