Suave unscented with Extra Hold works fine for me. If spraying it on is too much. Try spraying little at a time on a paper towel and "dabbing" it on making sure not to smear the ink. As for the watermark. I am also thinking of some ways and am kinda low on ink for testing. Funny thing is when anyone looks at a bill to the light they look for the watermark. Meaning a security strip would not be needed.
It's prob. best if you spray it on before the ink so it doesn't smear.
