Not in the US. Unless you actually threaten the cop , we have a freedom of speech, here. Besides, cops hear it all, most just grin or laugh. Still, with most cop's attitudes, it isn't prudent to use it in so many words, especially if you know you are DUI...
We had a "Sobriety Checkpoint" here that supposedly pulled over everyone within a certain distance of downtown after 2 AM. A friend just drove through one, which was his right, they really couldn't pursue, but they did pull him over for "speeding".
