Is your PVC printer HDP or not? The HDP's print the whole card on a thin layer of film them bond it to the card (they don't actually print ON the card) making the front to "smooth" to take lamination very well. Have you tried teslin? Even though it won't go through a PVC printer safely, teslin bonds to lamination better than anything else. The best lamination for regular PVC printers is the kind on the roll, it uses a coating that bonds with PVC without blurring the print. Search online for PVC laminates...
