The red ones are used for flowering and the blue is used for veg. The bulbs aren't going to give light like you would see on red bulb in a dark room.
With regular CFL's, warm white bulbs (which have more of the red spectrum)would give a more yellowy sunny kind of light. Where as cool white(more of the blue spectrum) whould give a much more bright white kind of light.
I wish Overgrow was still around they had a load of info on using different kinds of light, and how much of what light the bulbs gave out.
