DARE came up in another thread and I thought it might warrant its own.
Im an RA and studying education here in college and I get regular drug training (ironic I know - one I can never really get over).
In RA class we learned that DARE was finally recalled out of the classroom (my teacher was either confused or was only talking about texas maybe?) after studies found that kids were more likely to try drugs because of it.

This wiki article goes on to describe all the studies that found DARE ineffective and goes on to say that despite the surgeon general declaring it ineffective, the government still pumps over 1 billion a year into it.
