20miles sounds like an exaggeration. There's a light sensor in the camera that will react to the light. when the laser is not hitting the lens anymore, the sensor will have adjusted itself to the extreme of it's capacity(or range) and wont be able to correct itself for a few seconds. So a laser strobe will effectively disable a camera's ability to focus/adjust to light.
It might permanently disable the camera if your laser is strong enough to melt or singe the IR filter film or laminate coating of the lens. The heat does this, not the IR waves. If its melted/damaged the camera will either pick it up as an object and try to focus on it or it will just make the picture all foggy.
