Of course, something EXACTLY like that could be pure fantasy as of now, but what I'm basically asking is are there ways to scramble electronics? Whether they be lights, cameras, security systems, etc? Any way to make them? Or get them?

You can buy "cell phone jammers" at any of a thousand spy gear websites. There are also plenty of RF jammers out there.

There are thousands of ways to kill lights and security systems need to be dealt with on a case to case basis.

What we see in the video is disableing a single wired camera. This is far from fiction - many security cameras can be frozen or disabled with no more than a strong magnet.
