Welcome to the
Explosives and Pyrotechnics forum. Before posting you should read and post adherently to a few basic practises in order to limit repeat topics and ultimately improve the quality of discussion in this forum. For sake of coherency, the following will be
what is expected:
- Any guide/tutorial or instructions related to pyrotechnics has to accompanied by extensive detail, tips and information regarding safety of the procedures used and where necessary diagrams and photographs.
- Before asking questions, prior research into the topic has to be done, this is to avoid silly or repeat questions. In the case where your Googling ability is too insufficient to produce reasonable results then your question may be valid. However, make sure you refer to the links listed at the bottom and make use of the search feature before posting to ensure your questions have not been answered already.
- Before giving advise to an inquirer, ensure your information is sufficiently backed up with the use of references if the information is questionable. The expectations for giving advise are the same as making tutorials, a just as equal emphasis on the safety aspects of it.

Whilst understanding what's expected is important, what is more so important is understanding what's not acceptable. Due to the size and variation in terms of what it not accepted I have split it into several categories:
When is a pyrotechnics device a weapon?
A common problem is proper distinction between
Explosives and Pyrotechnics and
Weaponry and Combat, due to the shared expertise in these two fields it is often confused as to where a topic belongs. So to use an unbiased basis for the distinction we shall use this description:

According to the description given it would be reasonable to draw the line between weapons and pyrotechnics given these two variables:
"What's the purpose of the device?" and "What needs to be discussed?". If the purpose of the particular device is to cause death, injury or damage to property then the topic should be posted in the
Weaponry and Combat forum regardless of what needs to be discussed.
REMEMBER, just because it was not posted in the pyrotechnics forum that does not mean that the pyrotechnicians cannot see the post. However, on the flip side, if the particular subject was on synthesis of a high explosive without the mention or gearing towards the more destructive potential that pyrotechnic devices has, then it would be acceptable to post in the
Explosives and Pyrotechnics forum.
Where can I get "X" chemical?
If your jurisdiction has laws restricting the purchase of the chemical in question,
tough. Due to the sensitivity and negative connotations associated with this hobby it is dangerous to post information which provides a person with a controlled substance.
Part of this hobby is developng resourcefulness and research ability. When I first started out, potassium nitrate was like gold dust, now it seems comical that I even struggled to purchase it, it's no more uncommon than table salt. In countries like Australia it is important to understand that possession of pure substances (such as potassium nitrate) is legal, therefore it is not impossible to obtain. Do enough research on forums such as
APCforums and you will eventually find your answer, just keep trying. Pyrotechnicians prize their resources as a drug dealer would, therefore asking for those resources is akin to leeching off someone else's efforts.
Get your own resources or get out. Making a "big boom"?
Consider this in two ways will you please:
The poster is actually a wanna-be terrorist who has formed his own terrorist cell in London, he posses as a typical teenager asking for instructions on making pipebombs. He is provided with the correct information and 6 months later he fills 3 metal pipes with AP, places it inside a ruck sack, boards a crowded bus and ignites the fuse. Congratulations, you've unknowingly aided someone in killing 15 people.
OR
The poster is a 12 year old who likes to play with fire, he asks about making flash powder bombs and is given poor information. Three days later he blows off part of his hand in an incident, his mother generates a petition asking for further restrictions on chemicals and no one is allowed to purchase more than a pound of potassium perchlorate per year.
Use your assessment ability, please. Most people can tell the difference between a question of genuine interest (for example, getting different yields of acetone peroxide) and questions based solely on destruction such as what explosive can be used to destroy a car. It's impossible to prevent all incidents from happening, but it's possible to make it highly unlikely.
The door swings both ways, asking dangerous questions and giving dangerous advise are equally looked down upon.
