I was wondering if you still need to sensitize your ammonium nitrate if your making ANFO.

Or does the adding of the Fuel Oil make it sensitive enough.

Just try your ANFO, if it doesn't work you can change variables in the field of amount of fuel oil, addition of a booster charge, or making a ridiculously big primary charge (with the hazard of use increasing for the last option though).
