Yes. The collective individuals who have the authority to make the decisions, can confirm or deny this. Anyone else who thinks they can confirm or deny such a thing should pull their head out of their arse.
The first thing to recognise, when considering material such as what has been linked to (a CNN broadcast) is that
news is not fact. Television networks will broadcast what they want to broadcast - they are decisive in this manner. In particular, the host of this program is an editor, and presumably one who decides what does and doesn't show on television. This brings me to my next point.
You are an idiot; and I say this with a 19 in 20 chance of being right. Most people are idiots, and they see TV as gospel - if it was on the news, it must be right! Correct or not, details are withheld, often with the effect of distorting truth or distracting viewers from truth.
For example, the host describes the concept of a North American Union as "in absolute contravention of our law, of our constitution, uh...every national value..." - this is said, though there is absolutely no specific, vague, or any mention whatsoever as to what law, what section of constitution, or what national values this breaches. I submit that the sole purpose of this statement is to incite emotional response amongst the idiot viewers, viewers who wouldn't know the difference.
The host then goes on to "tonight's poll"...

Do you think maybe somebody should take a vote if we're to merge Canada, Mexico and the United States?

This poll is offered as a "yes or no" poll. So, not only is the preceding information in the broadcast misleading, but the poll itself is heinously misinformed or misleading - again, I submit, an act with the intention of inciting emotional response amongst the idiot viewers.
But why would a respectable and public personality want to incite emotions and controversy? Easy answer - because it makes said personality popular, and thus keeps them in a job. Again, news is not fact - it's about popularity, in both events and in people.
If people are concerned about the idea of a North American Union, they fall into either the idiot category, or the pull-your-head-out-of-your-arse category. To suggest that a union would equalise residents of Canada, Mexico and the USA is like suggesting that Germans, Spaniards and Norwegians are all the same, because they're all in the European Union.
To all those concerned: grow up. In this world, we all face challenges, and those challenges are best solved by helping each other to solve common problems. It does not matter where someone comes from - it matters what we are up against, and what we can benefit from by overcoming it.
