It really depends on what type of ID you are wanting to make / for what state. Where I come from the Teslin and Laminating stuff is of no use because the cards are printed pvc with a microthin holographic overlay. They are easy enough to reproduce - there is only one speciality item that most art stores would carry and the rest can be found at the office supply or even the dollar store.
I will say that creating from scratch ANY form of US State ID well enough to produce something you can actually USE without being laughed at takes not only artistc abilities but, patience and skill and definite knowledge of a few basic aspects.
I can think of some things I've learned along the way that helped me put it all together like; the weights/thickness standards of cards, the properties and characteristics of PVC, and different plastics, adhesives, pigment vs dye based inks vs toner and printing technology, light refration and interference of color as it pertains to holographics. Then there is the computer stuff like magnetic strip encoding, bar coding, and the programing laguages to read and write those elements, some pretty heavy photoshoping, scanning, resolutions, pixels etc. The state specific research into materials used, hidden security features, and current technology used.... I could go on but I hope you get the point.
With as little knowledge as you say you have and, without the curiosity/ fascination to learn it all and develop that knowledge I doubt you will get far. There is no secret -super easy -learn how -buy stuff & do it in a day. Read, Practice, Read some more, then ask questions specificly about what you don't understand young padawan.
OR just buy an ID off someone who has allready mastered thier craft. It's o.k.
