I don't think low voltage DC is going to do much, especially in fresh water. The dynamo thing is higher voltage AC and this would be much more efficient for power transmission through any given medium (even fresh water).
If using a metal hulled boat, I'd think some separation of the electrodes from it by distance would be ideal in order to make the path of least resistance the mere distance between the two electrodes only. If the hull is fiberglass, it shouldn't be a problem.
