With out the black stuff, the bubbles would coat the carbon rod after a bit of use and the out put of the battery would go down. Oxygen from the black stuff reacts with the hydrogen to form water.  Contrary to what many people have been misinformed, this type of battery does not contain an acid, instead it contains Ammonium Chloride ( chemically speaking it is a salt ) to eat up the zink shell. This chemical is used in some table salt substitutes ( one brand name is CO-Salt ), also used in some soldering fluxes and cough medicine.  The black shit ( manganese dioxide ) is not soluble in water so it could be rinsed to remove the other chemicals and then, after being dried, mixed with powdered zink or aluminum to make a flair. On contact with hydrogen peroxide, the hydrogen peroxide will decompose releasing its extra oxygen atom and leaving water. No perminent chemical change happens to the black stuff.  You might notice that when hydrogen peroxide is poured onto a cut, all the bubbling that takes place.
