I don't recall if you can convert a chloride into a chlorate with a cell. You could hit it with an arc welder and break the sodium and chlorine apart. Pure sodium is fun to play with. (The procedure is a little more involved than that, but that's the general idea.) You can load shotgun shells up with it for a nonlethal load that will really give whoever you blast with it something to think about. That's what the police in my area do. Other than that, the best you can do is melt ice with it. Somewhere on bombshock, I found out how to sperate the two elements.   I haven't tried this, but it might work.. if your lucky! First, heat up the NaCl to it's melting point (I think it's higher then some metals, so a torch may not do the trick) After it is in a half solid, half liquid state, zap the f*cker with as much volts and current as you can! It should split the molecules, causing the Chloride to return to it's gasseous state and float away... just don't sniff the fumes!!! what's left.. should be pure sodium. On a small scale, I remember discussing doing it with an arc welder.
