I suppose it depends on model. This is because the older airbags would suffocate small children because they did not deflate well. The gas cylinders have a special valve that releases a few seconds after the initial blast which provides means for deflation. Another reason is that when you get in a wreck and your airbag is used, you can just replace the mechanism off the shelf, whereas with fuel-oxidiser you'll probably need a license for.
