So what you do is call that number and ask for the rate. And after you get the rate you call another number wich is the AT&T service and tell them that you are on a payphone and called that far away number, (the boat). And tell the bitch that the operator (on the boat) made you put in 30$ (or whatever the rate was) and after she connected you, you got disconnected. And didnt get ur money back, cause ur on a payphone. The thing is that its the law that says that they have to refund your money and they do it, because its not their phone and they cant check it or send someone to check the phone. And its almost safe and llegel, because its an automatic system, they send about a 140,000 refunds a week. And you can make a lot of money if you do that often. Cuz every time you do this they'll send you about a 30$. I'm sorry for the short or unclear explanation, but i hope you get the point.
