Bleach does not “contain” Potassium chlorate; boiling Sodium Hypochlorite bleach turns it to NaClO3; a metathesis reaction with KCl Turns it into KClO3.

This works very well. I have used it in a pinch where I needed chlorate in a hurry. The use of the hydrometer is correct!! I tried a lab type and an automotive; they ageee at 1.3. I would buy a lot of bleach, several gallons on sale, as the yield is low. Also, use a porcelain pan outdoor on a propane barbeque as it splatters hypochlorite and chlorate EVERYWHERE. This will corrode your stove and destroy electric burners. Also, I’d try to get the finished chlorate down to below 10 degrees Celcius for max separation; then filter it as soon as possible (I use a vacuum filter) before it warms up.
